♥ Unionbank's EON Card and Paypal
I've had my Paypal for quite a while and it was only recently that it got verified. And before that, I had to lurk and look for information regarding verying your Paypal account and looking a really good Visa card for it.
Here are the steps I took and some sites that gave me information, in which case, I hope they'll help you out too.
Apply for a Paypal account here.
Eon Card:
1. When I wanted to apply, their online application was down so I had to look for the nearest Unionbank location near my vicinity. Good thing there are two Unionbank locations within Las Piñas.

2. Once you have chosen the nearest location, ask for an EON application form and show the necessary requirements.
I'm a student and at first I thought they won't give me the application form because I only possess my University ID and my Barangay ID (the branch I chose told me they're not honoring the latter ID. But they did gave me the application form and just asked why I needed the EON card for.)
3. Pick up your card within 5-7 business days. Pay the annual fee of P350 (and do include at least P150. Paypal would be getting a certain amount of money from you EON card to verify it. They will return it to your card.)
Mine took about 2 weeks. I know, very frustrating. But I was just patient that time and would drop by every Wednesday and Friday. By the second week, I got my card. It was wednesday. I paid a total of P500. I asked them to deposit the P150 in my account.
4. Wait 2-3 business days. Enroll your account online and read further instructions. Wait a few more days and try logging in. If you still can't log-in, it's not yet validated. If it logged in, you're ready to check you account online.
5. Log in to your Paypal account and then follow the instructions here regarding how you should add your EON card. It should be added as a bank account so when you withdraw it will be transfered to your bank account, not your card.
6. Add your Eon card as a debit card. For your expuse number for your paypal verification, follow the steps here.
7. Your Paypal should now be verified.
A few weeks ago I received $20 from someone who wanted to commission me for art. Just last night, I logged into my EON account online and saw it already converted to Philippine Peso in my account. Sweet!
